Transit Law

Public transportation is a critical component of the core infrastructure of the Nation's communities.  Capital investments in infrastructure and equipment by transit agencies are supported by substantial financial commitments by the federal government, states, local governments and private sector participation.  Because virtually all mass transit operations are conducted by or on behalf of public entities (principally local municipal governments or regional special-purpose agencies) and are funded with a variety of local, state, and federal tax revenues, complex statutory and regulatory provisions apply to transit  projects and transit operations.

Bruce Smith has decades of experience representing transit authorities both locally and nationally, having served on  and holding leadership positions on the Transportation Research Board’s  Transit & Intermodal Transportation Law  Committee and American Public Transit Association  Legal Affairs Committee .  He is a sought-after speaker and author on  13(c), labor and employment issues, transit procurement,  federal regulatory issues, funding and financing, ADA compliance,  and safety, to name but a few.
